Permits must be obtained prior to installation by submitting a Permit-to-Install (PTI)/Permit-to-Install and Operate (PTIO) application. The Ohio Bureau of Motor Vehicles (BMV) and Environmental Protection Agency (EPA) work together to govern the state's E-Check emissions inspection program.
